1189. At request Amb. Pawley Commerce officials again considered license problem on Braz Ministry War flour. They have now notified Dept impossible to license this flour because not bought from regular exporter. Mexican Govt willing buy about one–third this flour at $6.05 a bag, tentatively quoted to it. Braz Emb now trying to confirm this offer.66 After this settled, Dept will be glad cooperate, if requested by authorized Braz authorities here, in seeing if remainder cannot be [Page 480] disposed of to CCC to avoid possible spoilage with resultant complete loss.

  1. The Acting Secretary of State notified the Embassy at Rio de Janeiro in telegram 1200, October 20, 6 p.m., that the Brazilian Government had notified its Ambassador in Washington to sell the Army flour at New Orleans (832.6584/10–2047).
