The Secretary of State to the Embassy in Brazil

The Secretary of State transmits for the Embassy’s information, a copy of the note58 which the Department recently addressed to the Brazilian Ambassador in Washington expressing this Government’s regret at Brazil’s decision to withdraw from the International Emergency Food Council, and requesting that the Brazilian Government continue to cooperate, insofar as possible, with the Council’s recommendations.

As previously reported to the Embassy, Mr. Valentim Bouças,59 in conversation with officers of the Department encouraged the belief that Brazil might reconsider its decision and seek reinstatement. The Department would, of course, welcome such a development but will make no further approach to the Brazilian authorities on this subject, in view of the Embassy’s report that Mr. Bouças’ comments were made without authorization. Under existing circumstances, it is to be expected [Page 473] that any wheat requirements submitted by Brazil to the IEFC will be closely scrutinized.
