85. I have just received memo from José Pimenta, President, Cia Vale Rio Doce,11 reference loan $7,500,000 which Brazil is endeavoring to negotiate with Export-Import Bank for completion Rio Doce project, setting forth following items for which this money is needed:
- (1)
- railroad equipment, cement, explosives, structural steel, trucks, and automobiles to be imported from US;
- (2)
- payment salaries American technical personnel engaged in project;
- (3)
- payment American engineering firms who hold contracts for completion of railway.
