A–678. With reference to Department’s airgram No. A–403 dated July 31, 1947 and instruction No. 49 dated October 13, 1947,19 the Embassy had not found any evidence to substantiate the report that the equipment involved in certain shipments to Argentina have been or [Page 233] are destined for transshipment to Russia.20 On the contrary, some of the half-tracks have been assigned to the Ministry of Public Works, and are in actual use on various projects.
