A–499. Re: Department’s Despatch No. 656 dated April 25 to American Embassy, Rio de Janeiro. According to Bishop of American Consulate, São Paulo, leaders in coffee industry in State of São Paulo have shown no interest in the continuation of the coffee agreement. Several newspaper editorials have appeared recently expressing the opinion that since Brazil has received little if any benefit from the agreement in the past, there would be nothing to gain from its extension. Inasmuch as the Brazilian Government’s policy in regard to coffee matters is generally established by the attitude of the coffee industry of São Paulo State, it seems doubtful that there will be any official opposition from Brazil toward permitting the agreement to lapse.
