The Secretary of State to the Ambassador in Honduras (Daniels)

Sir: The Department refers to the Embassy’s despatch No. 2914 of September 9, 1947,13 requesting instructions as to whether the Embassy [Page 151] may properly support a request from Mr. E. W. James of the Public Roads Administration for additional funds from Honduras for further work on the Inter-American Highway. Reference is made in this connection to the Department’s instruction No. 996 of November 14, 194214 transmitting copies of a note dated September 9, 1942, from the Honduran Legation and the Department’s reply of October 26, 1942, regarding the proposed cooperation of the United States in the construction of the Inter-American Highway in Honduras,15 in accordance with Public Law No. 375 of December 26, 1941.

Pursuant to the Department’s above-mentioned note of October 26, 1942, to the Honduran Legation, the Department in a letter of November 14, 1942, copy of which is enclosed14 for the Embassy’s information, authorized the Public Roads Administration to conclude with the appropriate Honduran authorities such subsidiary agreements of a technical nature as may be necessary to carry out the purpose of the above-mentioned Law. In accordance with this authorization, the Public Roads Administration agreed on December 21 and December 22, 1942 to set aside $2,000,000 and Honduras agreed to make available $1,000,000 for the construction on a cooperative basis of the Inter-American Highway in Honduras.

The Department is now informed by the Public Roads Administration that that agency is prepared to conclude a supplementary agreement with Honduras under which the Public Roads Administration would set aside for work on the Inter-American Highway in that country an additional sum of $50,000, already appropriated in accordance with the authorization contained, in the above-mentioned Law, provided, Honduras agrees to contribute an additional amount of $25,000 for this cooperative project.

The Embassy is accordingly hereby authorized to cooperate in every practicable way with the Public Roads Administration in its efforts to conclude such a supplementary agreement with the appropriate Honduran authorities.17
