The Ambassador in Cuba (Norweb) to the Secretary of State
724. Embtels 713 Dec 5 and 717 Dec 6.16 Brazilian Ambassador informed me today he just received telegram that acting apparently on his suggestion Foreign Minister took Cuban Ambassador see President Brazil where satisfactory conversation was held. Ambassador said it appeared to him President intended intervene. He also said this second telegram doubled amount of arms involved which would explain discrepancy pointed out my 713. He added Foreign Minister advised President in addition to broader aspects involved Brazil should not be mixed up in Caribbean affairs.
