The Secretary of State to the Chinese Ambassador (Koo)
The Secretary of State presents his compliments to His Excellency the Chinese Ambassador and has the honor to refer to this Government’s agreement with the Government of China on the Principles Applying to Mutual Aid, signed June 2, 1942,96 and to article 7.d. of the agreement of the two Governments for the Sale of Certain Surplus War Property, signed August 30, 1946, and proposes the initiation in Washington on or before April 15, 1947 of negotiations for the final settlement of war accounts outstanding between the two Governments, including obligations of both Governments under the Mutual Aid Agreement. It is proposed that the Chinese Government at its earliest convenience designate the persons who will represent it in these negotiations.
