The Ambassador in the Soviet Union (Smith) to the Acting Secretary of State

860. Kosmos 1.51 Your 532 of 4 p.m., 15 March refers. In view of exchange of letters between Molotov and myself, I suggest the last paragraph of your proposed memorandum to Soviet Government, which starts “the Soviet Government in its note”, and ends “detachment of marines at Tsingtao” be deleted. In its place I suggest a statement substantially as follows:

“With regard to the matter of US troops in China, this will be [Page 503] covered in the exchange of information referred to in the communication of the Secretary of State dated 15 March.”52

I will advise Embassy here when you indicate clearance.

New subject: I have discussed and given a copy of the last paragraph of your 509 of 8 p.m., 13 March53 with Mr. Bevin.54 He is taking the matter up by cable with London.
