15. Soviet merchant ships are free enter any other than closed ports US without prior arrangement or notification (urtel 19 Jan 29). Soviet naval vessels allowed entry US ports subject prior arrangement. Soviet and other foreign flag vessels not serving occupation may not enter Jap ports without prior permission SCAP.³¹
