There is such an abundance of discouragement floating about that I dislike adding to it, but I think the Secretary should read the attached telegram45 in full if he has not done so. And I think also he might have the contents in mind when Ambassador Koo next calls for possible use in telling Koo just how badly the situation is being handled in Manchuria.
