164. Cite Zpol 822. Few days ago General Brown by letter asked General Shtikov to appoint group from his delegation to confer with corresponding group from our side to discuss problems which must necessarily arise when North and South Korea are united, such as problems relating to unified transportation, communications, finance, food collection and distribution, currency, et cetera. In his reply, General Shtikov declined stating that while such problems are important, they are not sufficiently important for discussion at this time as such discussion would delay our efforts to submit to our governments recommendations in accord with point 2 of the Moscow Agreement, and only month and half remain in which to select personnel and to submit such recommendations. This last observation with respect to time seems to indicate that in his mind Joint Commission is expected to submit by August 1 general recommendations with respect to setting up of provisional government, leaving many details to be settled later.
