In a memorandum of January 9, not printed, the Chinese Embassy informed the Department of State that the Chinese Government welcomed the proposal of the United States to expedite deliveries of reparations from Japan by issuing interim directives to the Supreme [Page 347] Commander for the Allied Forces in Japan, and it called attention to certain special requirements for China’s reconstruction.
