503. Problem raised in urtel 655 Aug 17 of such importance as to require serious study and full consultation within Dept and with high levels War. We are requesting Amb Moscow’s views of effect on Soviet strategy of partial Turk demobilization. War being consulted re effect [Page 309] on Turk capacity withstand aggression and on US military strategy. When studies completed Dept will forward expression of views for communication to FonMin at your discretion.
