Sir: I have the honor to inform you that I have returned to Washington and, in accordance with the agreement reached between the Governments of the U.S.S.R. and the U.S.A. in regard to the regularization [Page 678] of Lend-Lease, I am ready to begin negotiations on the subject.
I should be grateful if you would communicate to me the desires of the Department of State as to the organization of the negotiations.1
