710. For Secretary Forrestal.16 I talked with Bevin17 who knew nothing of Levenson’s activities. He believes in regulating the sale of munitions of all kinds. He says however prior to war they built ships for South America and regarded it as legitimate business. Because nothing concrete resulted from conversation hope you will consult Acheson and use your best judgment. I know of no reason why we should permit Levenson undersell us.
