754. War Dept advises court martial at Talara deferred accordance your instructions. Presume this action taken as consequence of ForMin’s note insisting on Peruvian jurisdiction. Dept would appreciate your views as to why court martial should be deferred pending understanding Peruvian Govt on question jurisdiction. If military trial held should deal with all seven soldiers named by ForMin and none should be allowed leave Perú pending adjudication.

Base Commander Talara complains Lima authorities not responding his requests make available necessary Peruvian witnesses.
