The Ambassador in the Soviet Union (Smith) to the Secretary of State

2265. I addressed letter on July 23 to Lozovski requesting clarification of his letter of July 12 as to how Embassy might send messages [Page 1179] to Dairen through Soviet military communication facilities. I also stated that I assumed coded messages are acceptable for transmission.

We are attempting to send through regular commercial channels to Dairen text of Lozovski’s July 12 letter in Brown Code. We are also acknowledging in en clair telegram to Dairen receipt of Dairen’s No. 4, July 8, which was sent to Dept in Embtel 2204, July 17.
