Repeated efforts to obtain your safe transport Harbin have been fruitless, and it cannot but anticipate that this situation will continue. Accordingly, you should be prepared to spend winter months at Changchun, and Embassy is clarifying with Chinese Govt your status there. Dept desires report on conditions in Antung area and estimate of desirability of establishing Vice Consulate as listening post.
