1013. Doctor T. V. Soong has answered by letter reference my 100614 and your 92816.15 He stated that it was his intention that any cash required for the Chinese Air Force program in the United States should come out of the proceeds of the U. S. Army obligations in Chinese National currency, negotiations for which are about to begin in Washington. In connection with his message passed to you in 1012, Doctor Soong wished it understood that when the settlement of the U. S. Army obligation is effected, the 4,000,000 dollars thus advanced will be reimbursed from the proceeds thereof. May 101416 outlines my answer to Doctor Soong in this regard. It would appear to be a matter which will have to be watched since the Yuan debt may eventually be over allocated.
