The Ambassador in China (Stuart) to the Secretary of State

1564. Communist spokesman Nanking September 30 announced Communist delegation September 29 formally rejected Government request to submit names of delegates to National Assembly scheduled to convene November 12. Spokesman said rejection was sent in letter to Chang Li Sheng, head of National Assembly election department, which also stated Communists could not participate since decision to hold assembly was taken unilaterally rather than through inter-party consultations in accordance with P.C.C.10 resolutions.

Democratic League representative has informed United Press the League will take a similar stand.
