Dept approves procedure set forth penultimate paragraph memo enclosed Emb despatch 1094, Feb. 8 regarding re-registration American consular title deeds Shanghai (Embtels 620 Apr. 3 and 776 May 9²⁵). In event question raised Dept feels it desirable to press Chinese authorities for issuance new “certificates of ownership” rather than validation of existing consular title deeds by stamping.
