14. Reurtel 137, Apr 27.11 We feel that it would be undesirable for you or Rossow to make a visit in present circumstances to Mahabad [Page 443] as guests of Qazi Mohammad’s12 since Qazi still is a leader of an independent movement against Central Iranian Govt.13 Furthermore such visit might be interpreted throughout all Middle East especially in Iraq and Turkey as manifestation of American sympathy for Kurdish aspirations for establishment of independent Kurdish state.

Sent to Tabriz, repeated to Tehran.
