Redraft paragraph 3 to read:

“Any questions which the Commissions are unable to agree upon will be referred to representatives of the U.S.A., France, U.K., and U.S.S.B. and three countries other than the aforesaid countries elected by the Conference of Paris, acting as provided in Articles 75 and 76 for final settlement by such methods as they may determine. (Including, where necessary, the appointment of an impartial third Commissioner).”

Note.—See below for proposed amendment to Articles 75 and 76.
