At Mr. Fahy’s request, the meeting was held in his office to discuss steps which the Department of State should take in connection with the Convention on Privileges and Immunities of the United Nations.

After some discussion, there was agreement that it would be proper to submit the Convention to Congress for its approval by a joint resolution. There was also agreement that the Department of State should submit the Convention to the Bureau of the Budget for clearance prior to submitting it to the Congress. It was agreed that OA would, in consultation with Le and RP, prepare the necessary communications.
