2039. Indication of date on which we could begin negotiations for treaty of friendship, commerce and navigation was requested in [Page 1325] Embassy’s note of November 17 to Ministry of Foreign Affairs. (ReDeptel 1793, November 5, 8 p.m.) Embassy will take every opportunity to stress the mutual desirability for early opening of these negotiations (please inform Commerce) and will report to Dept as promptly as Ministry’s reply is received.
