The Acting Secretary of State to the Ambassador in China (Hurley)

1120. Officers of the Department and Kan Lee have held several conversations regarding proposed commercial treaty. These were informal, without commitment and for the sole purpose of clarifying the meaning and intent of the provisions. Department understands Lee left for Chungking today where he will explain draft treaty to various ministries after which it is hoped negotiations can proceed expeditiously in Chungking. Memoranda of conversations follow.80
