The Ambassador in the Soviet Union (Harriman) to the Secretary of State

3001. I reported my conversation with Molotov in a message to the Secretary via Navy channels August 1428a in which Molotov stated that Stalin did not now consider, for the reasons given in my message, [Page 979] that there was any need for the Soviet Government to give written confirmation of his verbal assurances to support the Open Door policy, and I requested instructions. As I received no reply to this message, I telegraphed again yesterday29 via Navy channel asking what decision had been reached. I have had no further discussions with Molotov on this subject.
