The Ambassador in the Soviet Union (Harriman) to the Secretary of State

811. Sulzberger received his story from a source which he is pledged not to reveal. From the way the Soviets (ReDeptel 566, March 12, [Page 293] 3 p.m.) operate I am quite sure that the story did not come from a Russian source and I have reason to believe Sulzberger based his story on information received from a foreign Embassy here.
