1483. The Chinese Government has been so preoccupied with questions having to do with surrender, Communist relations, et cetera (re your telegram 1277, August 18, 5 p.m.) that it has been unable to give further consideration to the Berrigan-Isaacs cases. Furthermore a [Page 1482] new Minister of Information4 has just been appointed, and the Ministry is in process of reorganization.
I shall take up the cases again just as soon as it is possible or opportune to do so.5
