1288. The cases of Berrigan and Isaacs were again discussed with Soong3 last night before his departure for Moscow along the lines of the Department’s telegrams 1163, July 28, 3 p.m., and 1183, August 2, 6 p.m. He has agreed to have them both re-investigated fully. I hope within the next few days to be able to communicate the final decision of the Chinese Government.
