With reference your telegram 2035, November 25, inform Department of extent to which Mr. Locke maintained contact with Embassy during course of his work in China and particularly his consultation with Chinese officials regarding formulation of law creating Supreme Economic Council. Also inform Department of meaning and significance of important sections of law in so far as you are informed concerning them.
