The Ambassador in China (Gauss) to the Secretary of State

1606. Embassy’s 1450, August 24, noon. Central News report September 20 that the ban on Chinese students going abroad for study has been completely lifted confirmed by Ministry of Education. Those going at own expense may leave as soon as they have completed certain procedure which though unspecified is not expected to be onerous or obstructive. Examinations for Government scholarships are announced by Central News to take place first week of December in 7 cities for selection of 181 students for advanced study in the United States.
