1450. High official of Ministry of Education states privately that ban on private students to the United States soon to be lifted; that 1200 students would proceed to the United States in autumn after further local training; that maximum of 30% of these would be members of Kuomintang or San Min Chu I Youth Corps; and that no efforts would be made to control [thought?] while in United States (Embassy’s No. 1371, August 9, 1 p.m.44) Official made no mention of how transportation is to be arranged. Acute surface transportation problem from India apparently unchanged.
