The Ambassador in China (Gauss) to the Secretary of State

Sir: I have the honor to refer to the Embassy’s telegrams nos. 97, January 15, 11 a.m. and 98, January 15, 1 p.m., on the above subject, and to enclose9 a copy of the Embassy’s note of January 14 to the Foreign Office, together with a copy of a memorandum of conversation of January 15 between the Political Vice Minister for Foreign Affairs10 and the Counselor of this Embassy.11

It will be noted from the memorandum that it was not possible for me to see the Foreign Minister as Dr. Soong was out of town; that Dr. Wu exhibited a feeling of considerable regret over the occurrence of another incident of this nature; and that he said that the Embassy’s [Page 1101] note would be brought expeditiously to the Generalissimo12 and that the Generalissimo would give the closest attention to the matter.
