857. Political Vice-Foreign Minister last evening volunteered to Counselor information that Chinese draft treaty would be completed not later than month hence (re our 777, May 422). When asked if draft would also be presented to British, Vice-Minister said that was another question, but we could be assured that we would be “among the first” to receive it.
