290. Suggestion that we should negotiate separate consular convention (see paragraph 3 your 192, February 8, 10 p.m.) is based on my understanding that it is regarded by our Government as preferable to segregate consular provisions in a separate convention so that, in event of any contingency requiring abrogation of treaty of commerce, consular rights and privileges will not be affected by such action.
