640. Department’s 245, February 17, 9 p.m.: reregistration of trade-marks. Trade-mark Bureau states that under existing law aliens must have offices or agents with power of attorney in China to register or renew trade-marks or claim rights relating thereto. Apparently no special provision for wartime conditions exists but Embassy is pursuing inquiries and expects to discuss the matter with Foreign Office. Can Department give us information on special provisions made in other countries due to war conditions?
