The Ambassador in China (Gauss) to the Secretary of State

1686. Embassy informed by General Ho Ying-chin that, pursuant to order to [of] Generalissimo September 19, International Supply Department has been established under National Military Council’s Transport Commission to take charge of requisition, distribution and diversion of all supplies procured abroad for Chinese Government account. (ReEmbs 1449, August 24 [23]).
R. G. Chen, formerly in charge China Defense Supplies Office here and director of new Department, states its activities will be limited to obtaining materials during wartime by lend-lease, purchase, et cetera, and that no proposals have been made regarding postwar activities of Department or of Chinese Supply Commission, its counterpart in United States (ReEmbs 1276, July 22).
