Dear Mr. Moffat: The enclosed13a covers the first specific request through Universal Trading Corporation for used commercial industrial equipment to be purchased and held for post war shipment.
Universal Trading Corporation are as you know the Chinese Government cash purchase agency in this country.
We shall be interested in State Department’s opinion as to the desirability of sponsoring this and similar requests. This is a commercial transaction—no request is made for Lend-Lease aid.
Were shipment desired at this time we would register objection on the grounds that such material will only further congest warehousing facilities in India.
