Memorandum by President Roosevelt to the Secretary of the Treasury ( Morgenthau )

I find a delayed letter from Madame Chiang46 which suggests that the Generalissimo would be willing to send Dr. Kung to Washington. Don’t you think that would be a good idea and that we should accept it?
