1451. In telegram 19th Tihwa reports Lo Chia-lun convinced August 12 plot to kill Sheng Shih-tsai actually existed. Soviets had paid large bribes to Sheng’s principal subordinates for participation and Sheng’s July-August reports of almost open Soviet aid to Kazaks fully reliable. (Retel 1419, August 16th and 1434, August 19th.) Consul considers these reports possibly manufactured or exaggerated by Sheng.
In telegram 20th Tihwa reports Lo and Chu Shao-liang left Tihwa for Chungking to see Generalissimo and that Lo said Sheng’s relationship with Chungking being readjusted and Lo almost certain solution will bring much increased Chungking influence Tihwa. Consul skeptical such solution will eventuate, pointing out Kuomintang Director and Commissioner Reconstruction still detained.
