Memorandum by the Under Secretary of State (Stettinius) to the Director of the Office of Far Eastern Affairs (Grew)

Mr. Grew: I have read with interest and a growing degree of apprehension the several memoranda and despatches which you have called to my attention recently relative to the apparent growing deterioration in Sino-Soviet relations and the possible development within China of a strong anti-Soviet feeling.
I would greatly appreciate your recommendations as to what steps could be taken at this time in an effort to improve this unhappy situation.
