626. Drumright reports under date April 2 (Embassy’s 539, March 28) that having sent appropriate notices he believes all known and registered Americans in Anhwei and Honan except those in armed services were or soon would be aware of official advice to withdraw; that on basis of replies so far received it seemed likely that only a small proportion of Americans would evacuate promptly; that he has taken appropriate steps to facilitate evacuation; and that he has informally advised a representative American in Northwest Hupeh to be alert and prepared to withdraw. Under date April 6 he reported first evacuees from Honan, 4 women and 4 children, arrived Sian that day with others expected soon.

On basis of informal approach by Embassy, Chungking Mission representatives are understood to have telegraphed their personnel in Honan and Anhwei advising withdrawal.
