The situation reported in your 582, April 2, 2 p.m. and 583, April 3, 10 a.m. has been discussed with the War Department which is requesting Stilwell to take necessary steps to assure an improvement [Page 51] in liaison between his Headquarters and the Embassy. We are confident that you will cooperate in effecting an improved liaison.

Please avail yourself of every opportunity in your contacts with Chinese to allay unfounded fears and suspicions mentioned in your reference telegrams.
