705. For Department’s information, Hearn has recently received rather sharp letter from Ho Ying-chin on subject of Department’s 333, March 13.19 Letter makes familiar accusation that Communists have not obeyed Chinese Government orders and states that since American Army forces are “representatives of the American Nation”, the request to visit Communist area “cannot be considered” by Chinese Government; that Hearn is “well aware” that “permission was granted” correspondents to visit area because they belong to civilian organizations; that if Hearn desires to collect intelligence regarding Japs in North China, “it can very well be done at appropriate places in the 1st, 2d and 8th War Areas where as much assistance as possible can be rendered with comparative ease”.
