The Ambassador in China (Gauss) to the Secretary of State

Sir: Referring to the Embassy’s despatch No. 2188 of February 18, 1944, in regard to the China Defence League (relief organization headed by Madame Sun Yat-sen), I have the honor to enclose a copy of airgram No. A–7, February 14, 6 p.m. from the Consulate at Kweilin91 regarding the disposition by Madame Sun Yat-sen of relief funds for work in south China.

Summary. Mr. Service states that he has been informed in the strictest confidence by an American member of United China Relief that Madame Sun has specified that one-third of a sum of approximately CN$400,000 from her Kwantung Relief Committee in Chungking [Page 371] be paid to the Chinese Communist forces operating in the area north and east of Hong Kong for relief purposes in the region under their control. The other two-thirds is to be divided between the Canton International Medical Service Corps and the Kwangtung International Relief Committee. End of Summary.
