The Ambassador in China (Gauss) to the Secretary of State

Sir: Referring to the Embassy’s despatch no. 2217 of February 23, 1944, in regard to the alleged denial by Madame Sun Yat-sen that she had issued an appeal to British and American labor for aid in lifting the Chinese Government blockade of the Communist-controlled areas in north China, I have the honor to enclose a copy of a letter dated February 18, 1944, addressed by Madame Sun to Mr. Brooks Atkinson, correspondent of the New York Times and President of the Foreign Newspaper Correspondents Association, together with its enclosure (a copy of her letter of February 17 to Mr. H. C. Liang, Minister of Information),80 regarding this subject.
In these letters Madame Sun protests the implication by the Minister of Information that she has never denounced the Central Government blockade and states that she “has been doing this for four years”. She requests Mr. Atkinson to make known the contents of her letter to the other correspondents and adds that “while I do not wish to make the letter public now I might do so later”.
