137. Naval Attaché informed us Soong had indicated to him that his personal situation was improving and there are stories current that efforts are being made by one of Soong’s sisters to resolve the difficulties.

Department’s 85, January 17. There are also stories, reportedly from highly placed and intimately informed source, that Wei Taoming31 is to be Foreign Minister. General impression is that, while there has been some improvement in Soong’s relationship with Chiang and perhaps with Kung,32 question of Soong’s retention of Foreign Office portfolio and return to Washington in capacity of Foreign Minister has not been settled. That situation is still obscure is also indicated by Soong’s continued inactivity as Foreign Minister.
