The Secretary of State to the Ambassador in China (Gauss)

Washington, August 23, 1944—5 p.m.

1113. Mr. Donald Nelson is travelling with General Hurley to China but it is anticipated that he will remain there only 2 or 3 weeks (Department’s 1094, August 19). Specifically he is to look into the problem of civilian supply to China “over the hump” and into the related problems of production and distribution in China. If time and opportunity make it possible he may also conduct some investigation into economic problems relating to reconstruction in China. Mr. Nelson will be accompanied by his special assistant, E. A. Locke, Jr.
